André Carstens is a Dutch diplomat serving as the Ambassador to Nur-Sultan since 2019. With a background in security and counter-terrorism, he was previously an advisor to the European Counter-Terrorism Coordinator (2017-2019) and held key roles at the Dutch Ministry of Security and Justice. Carstens has extensive international experience, including roles in Afghanistan, Georgia, and various postings in Rabat, Moscow, and Kandahar. He holds a law degree from Utrecht University and completed the General Administrative Service (ABD) Candidate Program in 2012.
