Ramón Blecua



H.E. Amb. Ramon Blecua is a Spanish diplomat, his last asignment was Ambassador at large for Mediation and Intercultural Dialogue in the Spanish Ministry of Foreign Affairs until last February. He was  EU Ambassador to Iraq  from 2017 to 2019 and Head of Political Section of the EU Delegation to Yemen 2014-2017. He held several postings in the Ministry of Foreign Affairs and the Embassies of Spain in Ghana, Indonesia, Egypt, Guatemala, Iran, Argentina and India. He also held different positions in the Ministry as head of the office of the Director for Latin America in the Spanish Cooperation Agency, Chief of Cabinet of the Director of the Cervantes Institute and senior advisor at the Policy Planning Department. 

His personal expertise goes deeply into mediation and conflict resolution as well as intercultural and inter-religious dialogue, topics on which he has written extensively. He was Spanish Representative to the Palestinian/Israeli peace negotiations in Cairo from 1992 to 1995 and he participated in the International Commission for implementation of the peace agreements in Guatemala1996 to 1997 ,the Yemen peace negotiations and the Iraqi National Dialogue  among others . He was member of the board of directors of the European Institute of Peace  2020-2022. He  has been involved in many different track 2 initiatives and has published articles and essays on international relations, development cooperation and cultural diplomacy.
